Windows 7 64-bit Torrent

I have a AMD box I built, I have ran Win XP Pro 32 & 64 bit on it, Vista Home Prem 64 Bit on it, and I just upgraded to Windows 7 Ultimate. Everything works perfecting with the exception of my internet speed. In the last 2 days I have spent no less than 6 hours with tech support folks from Charter (ISP) & Apple(Router).
Wednesday night the charter tech guy had me do a 'netsh_int_ip_reset_c:resetlog.txt' from the command prompt as admin. Reboot the system, unhook all cables, cat5, etc and bring the modem, and router back online, whoala.....I am back to my 20meg down 2 meg up speeds. I surfed the web for some time and went o bed. No here I am a day later and I back to less than 1 meg down speeds, internet is like dial up.
He also had me unistall my NCI driver and some other stuff like deleting cookies, but after netsh reset i was fling and now I aback to 1 meg speeds. What is going on? XP & Vista were fine....is it Windows 7 & my motherboard drivers or something? I have undated everything oi can find.
